The once peaceful Qinghe Town is now under the control of local bullies, who create trouble everywhere, vandalize the stalls of the common people, and bully decent women. They have set up checkpoints at the entrance of Qinghe Town, allowing passage only for those who pay; the poor, with no money, have to crawl through the sewers like animals.
