Chicago detective Renitas and his partner Faji are investigating a theft in the warehouse district when they fall into a trap set by the terrorist leader Shi Wang during their duty. During a shootout with the terrorists, Faji is shot and killed, while Shi Wang manages to escape. During the pursuit, Renitas captures another beautiful female accomplice, a scientist named Claire. Shi Wang threatens the police to release Claire, or he will place a giant remote-controlled bomb system in downtown Chicago, posing an ongoing risk of explosion. During Claire's trial, she pretends to be one of the victims in an attempt to persuade the police to release her, claiming that if they do, she will lead them to capture Shi Wang; otherwise, everyone will face destruction.
