A pair of otherworldly young men and women—Peng Shaowen and Cheng Xueke—flee in a panic to the city gate of Yuyao County, with a group of fierce martial arts masters chasing them from behind. Liu the Captor interrogates Peng Shaowen and his companion, finding them utterly clueless, even unaware of the dynasty they live in. Chen Guangyun, the magistrate of Yuyao, is taken by Cheng Xueke's beauty and harbors lustful thoughts. When she fiercely resists him, he leaves a scar on her face. Enraged, Chen Guangyun fabricates charges, sentencing Peng and Cheng as thieves aiding Japanese pirates, and has the head constable Wang Yong escort them to Hangzhou for punishment. While the escort team passes through Shangyu, where Lu Anjie is stationed, they are ambushed by Japanese ninjas. Wang Yong, panicking, leads the team to Foguang Temple, where they happen to encounter Lu Anjie, who calms the situation by playing the guqin and singing a rendition of "Empty City Strategy," scaring the ninjas away. Inside Yuyao, Lu Anjie, Huang Qiang, and Wang Yong discuss the ambush. Wang Yong can't figure out why the ninjas attacked them. Upon hearing that the prisoners include the notorious Stone pirate, Lu Anjie seeks to investigate this lead; however, the understanding Wang Yong stubbornly refuses to let him approach Peng and Cheng. Wang Yong invites the skilled Huang Qiang to escort him to Hangzhou, but Lu Anjie discreetly advises Huang not to agree, leaving Wang Yong with no choice but to go alone. On the way, they are attacked by ninjas again; Wang Yong escapes in disgrace, and while the other prisoners are unharmed, only Peng Shaowen and Cheng Xueke are captured. Wang Yong returns to Shangyu to seek help from Lu Anjie, who talks leisurely with him. Desperate, Wang Yong reveals the truth about Peng and Cheng's wrongful accusation, but Lu Anjie still takes no action. Wang Yong nearly decides to end his own life out of urgency. Before long, Huang Qiang returns with Peng and Cheng, having secretly protected the escort team. After the ninja attack, he followed them and rescued the duo. Huang Qiang captures a ninja, but when he attempts to interrogate him, the ninja bites his tongue to commit suicide, leaving their mysterious actions unsolved. Lu Anjie swiftly reports this incident to the Hangzhou government. The magistrate of the criminal investigation, Lord Lü, personally comes to Shangyu County and summons Chen Guangyun, the magistrate of Yuyao, for a collective interrogation. Unexpectedly, the cunning Chen Guangyun had arranged many "witnesses," deceiving Lord Lü and ensuring Peng and Cheng are labeled as traitors. At the critical moment, Huang Qiang brings a dwarf, and Peng and Cheng weep upon seeing him. The dwarf, who cannot speak, uses brush strokes to explain that the Peng family was once wealthy merchants, who later hid on a small island. Recently, they were attacked by pirates, resulting in most of the family’s deaths, with only Peng Shaowen, Cheng Xueke, and the dwarf managing to escape. The case is difficult to resolve, and Lord Lü orders Lu Anjie and Chen Guangyun to travel to the island where the Peng family is hidden to gather evidence. Upon arriving on the island, they discover that Peng Shaowen is actually the son of Peng Yingyu, the leader of the righteous army at the end of the Yuan dynasty. Chen Guangyun is overjoyed and insists on turning Peng Shaowen in to the court to redeem his sins. Lu Anjie, however, feels sympathy, knowing that Peng Shaowen would not meet a good end if captured by the court. This leads to a dispute between the two magistrates, with Chen Guangyun threatening Lu Anjie, stating that harboring a court's fugitive carries a death penalty, leaving Lu Anjie momentarily speechless. As night falls, the boat cannot sail, and they must spend the night on the island. Huang Qiang wanders around and suspects the dwarf is hiding something. He engages the dwarf in conversation about the day of the collective interrogation in Shangyu and realizes the dwarf's accounts are inconsistent. The next day, Chen Guangyun suddenly changes his attitude, agreeing to protect Peng Shaowen. Surprisingly, the crafty Lu Anjie shows no suspicion and leaves with his people after giving a few instructions. Shortly after Lu Anjie departs, Japanese ninjas arrive on the island. The reason the pirates raided the island is not for its modest treasures, but to obtain the treasure map tattooed on the backs of Peng Shaowen and Cheng Xueke. During Peng Yingyu's escape, he buried a large sum of treasure in a secret place, and before dying, he split the map into two parts, sewing them onto his son's and future daughter-in-law's backs, which would only be discovered on their wedding night. Later, the pirates learned of this from a tattoo artist, which is why they relentlessly pursued Peng and Cheng. The dwarf, captured earlier, defected to the pirates and was sent by them to Shangyu to rescue Peng Shaowen but did not anticipate the two magistrates accompanying them to the island. The night before, the pirate leader secretly arrived on the island, coercing and enticing Chen Guangyun with a promise to share the treasure once excavated, prompting Chen Guangyun to feign compliance with Lu Anjie to drive him away. When the pirates tear off Peng Shaowen's clothes, he and Cheng Xueke finally learn the secret they bear, but at that moment, their lives are in grave danger. Just as the pirates prepare to skin them alive, Huang Qiang and his men burst in. It turns out Lu Anjie only pretended to leave, and after the boat had sailed a short distance, he turned back. The dwarf's strange behavior and Chen Guangyun's insincerity did not escape Lu Anjie's keen observation. He executed a strategy of retreating to advance, planning to capture all the enemies once their plot was uncovered. Huang Qiang uses his skills to kill the pirate leader, and Chen Guangyun removes his official hat in surrender. During the battle, Cheng Xueke is severely injured and on the brink of death. Peng Shaowen carries his beloved towards the sea, intending to bury the history and treasures of the Peng family deep into the ocean.
