Drug lord Han Shan (played by Wang Wei) and Qi Ren (played by Liu Zhaoming) agree to a drug deal at the Qinglong Water Park, while police secretly lie in wait after receiving a tip-off. If the operation is successful, they would be able to take down the leaders of both gangs in one fell swoop. However, at this crucial moment, mysterious figures Qi Yue (played by Lu Liangwei) and Qin Bing (played by Li Saifeng) appear, leading to the exposure of the police plan and the failure of the operation. Han Shan believes Qi Ren leaked the information and kills him. This prompts Qi Yue to vow revenge for his father. Zhao Cheng (played by Wu Zhenyu), originally a subordinate of Han Shan, harbors ambitions and forces Han Shan to step down. Hu Jian and Yan Hu (played by Chen Huimin) remain loyal to their master but end up meeting a tragic fate. Before dying, Yan Hu reveals the group's intelligence to the police, prompting the police to dispatch ace officer Tang Feng (played by Hu Huizhong) in an attempt to dismantle Zhao Cheng's criminal organization.
