During the Guangxu era of the Qing Dynasty, the head of a smuggling salt group, Xu Laohu (Liu Yong), and the White Widow (Tian Ni) face the danger of arrest due to the incorruptible official Li Zhenbiao (Bai Biao) refusing to accept bribes, while the Governor of the Two Jiang provinces orders a crackdown on smuggled salt.
