This film, directed by Cheng Gang and written by Xin Hanbai, can be regarded as an early "Prison on Fire." The story depicts Hong Kong from 1953 to 1955, which was described by the police as the darkest period. During that time, crime was rampant, and various issues were prevalent, with thirty-two shocking cases occurring in a single day, and forty percent of the criminals being repeat offenders. The British government dispatched a commissioner to investigate prison conditions, discovering that bad elements within the prison abused their power, sought personal revenge, and distorted the government's prison system, causing prisoners to become increasingly corrupt and turning the prison into hell.
