The largest triad gang in Hong Kong, "Wo Shing Wo," holds a biannual election for its leaders. Ah Lok (played by Simon Yam) and Big D (played by Tony Leung) are the two major regional leaders, secretly competing for the throne. Numerous influential members with voting rights engage in open and covert struggles for their own interests, making the election quite chaotic. As a result, Ah Lok is re-elected as the leader, and an unsatisfied Big D decides to challenge the gang's rules. He aims to seize the emblem of supreme power, the dragon-headed staff, and establish a new gang. Five subordinate leaders (played by Louis Koo, Michael Chan, Daniel Wu, Lam Suet, and Lin Jiadong) get involved, leading to a series of internal conflicts over the dragon-headed staff. Ultimately, the outcome remains uncertain.
