This film depicts the transformation of a Hong Kong police officer from an idealistic youth to a legendary crime lord, reflecting the social issues of Hong Kong in the 1950s and 1960s. In 1949, passionate young man Lee Rock (played by Andy Lau) becomes a police officer. At that time, the treatment of Hong Kong police was poor, and the unspoken rule of collecting protection money from merchants was rampant. Lee Rock, unwilling to compromise his principles, faces ostracism from colleagues and earns the ire of the powerful inspector Yen Tong (played by Chin Kar Lok), putting him at risk of suspension. As an inspector, Lee Rock standardizes the collection of protection fees in his precinct, reducing conflicts and earning the respect of his superiors. With the retirement of the inspector in the Yau Ma Tei district, both Lee Rock and Yen Tong become strong contenders for the position, leading to intense competition.
