In 1990, South Korean President Roh Tae-woo launched the "War on Crime." During a crackdown by the Busan police, mob mastermind Choi Ik-hyun (played by Choi Min-sik) was arrested for kidnapping an entrepreneur, unveiling his legendary story of navigating between the underworld and the legitimate side... In 1982, Choi Ik-hyun, then a civil servant in the supervision department, thrived in the lucrative customs department, but when his superior faced a scandal, Choi was framed as the scapegoat. With a bleak future ahead, Choi Ik-hyun gambled everything on the drug trade with Japan, allowing him to meet the mob boss Choi Hyung-bae (played by Ha Jung-woo), and proud of his Choi lineage, he quickly allied with Hyung-bae. The two established their territory in Busan's underworld using their connections and violence. In 1985, at the request of an entrepreneur, Choi Ik-hyun invested in a nightclub and collaborated with Choi Hyung-bae to take down the Busan gang leader Kim Bang-ho. As the Choi gang flourished, the relationship between Ik-hyun and Hyung-bae began to crack amidst the turbulent times...
