Mainland youth Zuo Songxing (Stephen Chow) goes to Hong Kong to rely on his Uncle (Ng Man-tat). After discovering that Zuo has special abilities, the gambling-obsessed uncle believes he has found a path to wealth, and begins to take him to major casinos, urging him to take the God of Gamblers as his idol and elevate his gambling skills to become the new generation of the God of Gamblers. Zuo Songxing's rising popularity catches the attention of Taiwan's gambling king Chen Song and Hong Kong's gambling king Hung Kwong (Chin Siu-ho), both wanting to recruit him as their representative for the World Gambling Championship. After successfully bringing Zuo under his wing, Chen Song sends the beautiful Qimeng (Maggie Cheung) to enchant Zuo. However, at the crucial moment of the championship finale, Qimeng mysteriously disappears, hoping that Zuo will be distracted and willingly relinquish the title of gambling king.
