Former Army Lieutenant Colonel and Kanto Army Staff Officer Ikki Masaru (played by Tatsuya Nakadai) returns to his homeland after the war and is introduced by his old friend Ichiman Odayu (played by Isamu Yamashita) to Kinki Commerce. At this time, the Japanese government is planning to invest heavily in purchasing main fighter jets from abroad, with four companies, including Kinki Commerce, bidding for the contract. Defense Minister Kawamata (played by Tetsuro Tanba) is also a comrade of Ikki, and together they examine the F-104 fighter jet proposed by Lockheed, which Kinki is championing. While Kinki seems to have the upper hand, Tokyo Commerce launches a series of silver bullet attacks against government officials. Learning of the insider information, Ikki uses unorthodox means to expose the other side's scandals, ultimately defeating Tokyo Commerce... This film is adapted from the novel of the same name by Yasunari Kawabata, which depicts real events in Japanese politics.
