In 1968, at Sanrihama on the Echizen coast, younger brother Kawada Noboru (played by Hiroki Matsukata) used force to force boss Anbon Tomizou (played by Akira Nishimura) to relinquish control over industries like yachting and horse racing, dissatisfied with Anbon's monopolization of the organization's operations. Although a deal was reached, Anbon's hatred for Kawada ran deep. Introduced by Uncle Banko Yoshikazu (played by Haji Hana), Anbon met with Kanai Hachiro (played by Shinichi Chiba) from the Osaka Asano and Kanai groups, intending to eliminate Kawada with the help of outside gangsters.
