After the war, Japan was divided into two parts: north and south. In Aomori Prefecture, under the rule of the U.S. military, young Fujisawa Hiroki and Shirakawa Takuya both have a crush on their classmate, Sawaguchi Sayuri. Both of them hold feelings for Sayuri and share a fascination with something else—the towering "Tower" built by the Hokkaido Alliance in the Tsugaru Strait, north of the border. This enormous and mysterious tower is the aspiration of the three young people, and they make a pact to build a small airplane to fly to the tower to uncover its secrets. Sayuri transfers to a high school in Tokyo during her third year of junior high. The two boys abandon their plan to construct an airplane. Hiroki enrolls in a high school in Tokyo, while Takuya continues his studies in Aomori, and they drift further apart on their respective paths. However, years later, Sayuri falls into a deep sleep in the hospital! This sudden illness brings the three friends back together. The sleeping ailment is mysteriously connected to the power of the tower, which itself seems to have become a stronghold in the north-south conflict in Japan. Caught in the turmoil of war and love, will the three save Sayuri or save the world? The answer to their fate seems to lie beyond the clouds, at the promised place they once agreed upon.
