The story takes place in the early 21st century, where global warming has led to melting icebergs that submerge most of the land. At the same time, a fleet of warships known as the "Fog Fleet" descends from the sky, occupying the seas and gradually encroaching on humanity's living space. Chihaya Ginko (voiced by Kazuyuki Okitsu) is a naval officer candidate, and one day, a submarine named "I-401" appears before her. Thus, Ginko becomes the submarine's pilot. A group of comrades with the grand ideal of saving humanity gathers aboard the submarine, including the boisterous and dark-skinned Kashiwaya Anpei (voiced by Eiji Miyashita), the gentle and resourceful August 1st Shizuka (voiced by Nao Toyama), the mysterious masked Oribe Monk (voiced by Shinobu Matsumoto), and the lively and agile April 1st Iori (voiced by Minami Tsuda).
