The mayor of a remote small town has drawn up a plan for a piece of land on the outskirts, believing he can gain approval from the central government and use it as capital for his political ascent. He originally planned to establish a cultural and sports center with a large parking lot on that land. The plan seems to have had only one opposing voice, coming from an environmentalist—the school's language teacher. Soon, the mayor falls in love with a female writer, a typical intellectual, while his daughter begins to form a friendship with the language teacher's daughter, causing turmoil in the mayor's life and seemingly putting his plans on hold.
