The beautiful 21-year-old ticket seller, Yoshiko (played by Yoko Nanyama), is sold to a brothel named Yōkō by her gambling-addicted father. Iwasa (played by Toshiyuki Nishida), who works as a broker for the brothel, though engaged in a lowly occupation, is an upright and kind person, who cares for Yoshiko's well-being from start to finish. Yoshiko, nicknamed "Peony," is intelligent and quickly becomes the top courtesan of Yōkō, attracting attention from high society. A small-time yakuza, Nionsan, coincidentally meets Peony and both sympathizes with her fate and is deeply attracted to her, leading him to despise Iwasa. At this time, Peony is about to be redeemed by the playboy Takeda Hiroshi (played by Hakuryu), and in a desperate attempt to save her, Nionsan kidnaps Peony and escapes to a small fishing village. Iwasa rescues Peony, only to find that she has feelings for him.
