Mayor John (Al Pacino) of New York City is mature and sophisticated, adept at handling affairs and a skilled player in the political arena. Although Deputy Mayor Kevin (John Cusack) lacks experience, his passion and youthful exuberance allow him to manage his career successfully. Together, this dynamic duo breathes life into the bustling city of New York every day. One day, an unexpected incident occurs. In a shootout between the police and drug dealers, an innocent Black boy is tragically shot dead. This sensitive event creates a massive uproar in the city, with various media outlets reporting fervently, and voices of support and opposition emerging in equal measure. Kevin is determined to investigate the truth behind the incident, but he finds numerous dark connections entwined with John.
