As a chemical factory comes to the peaceful seaside fishing village of Gunchuan, the haenyeo lose their jobs overnight. In search of a way to survive, competitive player Chun-ja (played by Kim Hae-soo) learns about the lucrative world of smuggling, where one can make money by retrieving items thrown into the sea, and proposes an enticing suggestion to the leader of the haenyeo, Jin-sook (played by Lee Jung-a). Aware of the dangers but decisively choosing to survive, haenyeo Jin-sook encounters the national smuggling king, Kwon Sang-woo (played by Jo In-sung), and begins to get caught up in the increasingly expanding smuggling situation. One day, an unprecedented opportunity for quick wealth arises, and people start deceiving each other, becoming involved in massive smuggling crimes.
