Watanabe Kanji (played by Shigemura Takashi) is a model civil servant who has dedicated nearly thirty years of full attendance, yet he and his colleagues are busy every day without knowing what they are actually doing. A group of women have united to apply to the city government for filling in a nearby stinky pond in the community and building a small park on it. The reception staff at the Citizen's Section tells them to raise the issue with the Civil Engineering Section, which pushes them to the Park Section... After the application goes around in circles, it is kicked back to the Citizen's Section. A month later, Watanabe, feeling unwell, is diagnosed with stomach cancer at the hospital and has little time left. Back at home, he feels lonely and helpless, and his son (played by Kaneko Nobuo) only thinks about using the elderly's retirement savings to start a small family of his own. In despair, Watanabe skips work and drowns his sorrows in alcohol. Then, a female staff member, Ota (played by Otagiri Yoshiko), who has resigned, gives Watanabe inspiration. He cheers up and personally oversees the construction of the community park. A few months later...
