Cheung Zai Shan (played by Andy Lau) is a senior inspector in the Hong Kong Police Force's Explosive Ordnance Disposal Bureau. Seven years ago, he infiltrated the criminal gang of the most wanted criminal, Huo Bao (played by Jiang Wu). During a bank robbery, Cheung revealed his identity as an undercover member of the bomb disposal team, working in conjunction with the police to successfully prevent a bomb from detonating and capturing Huo Bao and his brother's criminal organization. Unfortunately, at the critical moment, Huo Bao escaped and vowed to take revenge. After returning to duty, Cheung was quickly promoted to the police force's bomb disposal expert. Seven years later, Hong Kong has been repeatedly hit by bomb terror attacks, and police have received intelligence that a large number of explosives have been smuggled into the city, all signs indicating a major crime is about to occur in Hong Kong.
