Nick (played by Clint Eastwood) is a police officer responsible for investigating car theft gangs, but after so long on the job, he hasn't solved a single case, which makes him feel ashamed in front of his colleagues. By chance, Nick discovers that a man named Hurricane (played by Raul Julia) might be the mastermind behind the car theft gang, which excites Nick as this may be his only chance to prove himself.
Thus, Nick and his partner begin tracking the case, but during an altercation, Nick's partner is tragically killed. This case, involving a murder, is classified as a homicide, and Nick loses his investigative authority. However, this stubborn man refuses to let the opportunity slip away.
