After the Vietnam War, the U.S. government conducted a top-secret scientific program. Scientists frozen the bodies of soldiers who died in the Vietnam War, implanted computer chips, and input war programs to transform them into a new generation of war robots - the "Universal Soldiers." These robots have no emotions or previous memories, only cold killing machines. Soldier Luc (Jean-Claude Van Damme) and Sergeant Andrew (Dolph Lundgren) are two of them, sent to participate in a new war. During the war, the chips of both malfunction, triggering their previous memories. Luc remembers that during the Vietnam War, it was Andrew's sudden change in temperament that led him to kill all his subordinates and prisoners. A female journalist, Roberts (Ally Walker), who accidentally stumbled upon a U.S. military base, uncovered this secret. Originally, Roberts was doomed to die, but at a critical moment, Luc saved her. Consequently, the U.S. military dispatched all Universal Soldiers to hunt them down.
