Jack (played by Jean-Claude Van Damme) was once an anti-terrorism intelligence officer for the CIA. Now retired, he has moved to France to enjoy a leisurely and peaceful life with his wife Catherine (played by Natacha Lindinger). A terrorist named Sadaro (played by Mickey Rourke) has caused panic in the intelligence agency, and in order to neutralize him, the agency requests Jack, who has excellent skills, to come out of retirement. Jack gladly agrees. During a confrontation, Jack's mercy toward Sadaro's wife and children allows Sadaro to escape, and as a result, Jack finds himself under house arrest by the agency. Unfortunately, Jack's mercy could not save the lives of Sadaro's wife and children. In his grief and anger, Sadaro kidnaps Catherine.
