The genius scientist Dr. Aku no Miya (played by Akira Emoto) forms the evil cell army Σ out of hatred after being betrayed by the country. He orders his minions to capture and extract cells from political figures to create a terrifying weapon capable of destroying the world. During this time, Dr. Isamu Omon (played by Naoto Takenaka), who has made extraordinary contributions to the field of genetics, is killed for refusing to cooperate with Dr. Aku no Miya. Dr. Omon's son, Yutaka Omon (played by Yasuhisa Kogahara), fights a grueling battle for justice with the Electric Man Chabika, which he developed with his father, against the cell army, even teaming up with Miss Borg (played by Maho Yoshikawa), who was initially an enemy.
