The rough-edged officer Ryoichi Imai (played by Takeshi Kitano) is quite reputable in both the police and criminal worlds, which has led to many enemies. During an investigation into the murder of a drug dealer, he uncovers that a young businessman, Nito (played by Ikkei Yamamoto), is the mastermind behind it. At the same time, he realizes that his police colleague, Iwakura (played by Shinjirou), also holds a significant position in drug-related crimes. Just as the investigation begins, Iwakura is killed by a hitman under Nito's command (played by Bai Long) and is staged to look like a suicide scene. The hitman Kiyotaka kidnaps Imai's mentally disabled sister (played by Maiko Kawakami) to lure him in, subjecting her to violent abuse and getting her addicted to drugs. Imai resigns from the police force and seeks revenge against Nito and Kiyotaka with a gun… This film is the directorial debut of Japanese comedy star Takeshi Kitano.
