The head of the Weapons Division at the Ministry of Industry, Nagayama, has obtained evidence of politician Toyozawa's corruption, leading to him being hunted down. Nagayama hides a roll of microfilm containing the evidence in the collar of a lost hunting dog named "Goro." After Nagayama is killed by assassins, "Goro" also becomes the target of the hunters.
