The luminous cup from the Ming Dynasty that Consul Masao Hirata of the Japanese Consulate in Shanghai had just acquired was stolen by the "Flying Eagle." Consul Hirata had only heard of the "Flying Eagle," known for its elusive nature in punishing traitors and evildoers, but did not know who the "Flying Eagle" really was and had never seen what they looked like. To retrieve the luminous cup, which concealed a shocking secret, Consul Hirata mobilized resources and reported the theft to the police station, threatening Captain Pu Yong to hand over the "Flying Eagle" within a deadline. Captain Pu's calm demeanor left Hirata disgruntled, and he had no choice but to rely on his subordinates to create a series of bloody incidents, leaving behind marks of the "Flying Eagle," intending to frame the "Flying Eagle" and provoke them into revealing themselves. Hirata's plan backfired, and the Japanese Emperor dispatched top expert Ichiro Ono to assist him in his quest to reclaim the luminous cup. By this time, the luminous cup had been anonymously delivered to patriot Ye Baichuan for safekeeping and research by the "Flying Eagle." Before Ye Baichuan's beloved daughter, Ye Wen, returned from studying abroad, Hirata managed to take possession of the luminous cup from Ye Baichuan using a strategy to lure the tiger away from its mountain lair. The cup was lost and regained, and Ye Baichuan was filled with a sense of urgency and patriotism, ultimately leading him to disappear. Hirata's despicable tactics framed the "Flying Eagle," causing Ye Wen to believe that the "Flying Eagle" was her father's enemy. Fearing the "Flying Eagle," the police began a widespread manhunt, while Ye Wen regarded the "Flying Eagle" as her father's murderer. Unbeknownst to her, the blacksmith Meng Fei, who had crossed paths with her before, was the legendary "Flying Eagle" of Shanghai. Concerned for Ye Wen's safety, Meng Fei moved into her home under the guise of being her horseman. When Ye Wen, disguised as the "Flying Eagle," infiltrated the Hirata Consulate, Meng Fei secretly aided her, using his straightforward and warm personality to gradually win her affection. After Assistant A Tang was killed by Hirata's subordinates, Captain Pu realized that to deal with Hirata, he needed to ally with the "Flying Eagle." At this point, Captain Pu already knew that Meng Fei was the "Flying Eagle." To draw Meng Fei out, Pu enlisted Ye Wen in a clever act, unveiling the mystery of the "Flying Eagle." With the secret of the "Flying Eagle" now exposed, Meng Fei decided to cooperate with Pu to retrieve the luminous cup. Disguised as a blind masseur, Meng Fei infiltrated the Hirata Consulate and retrieved the luminous cup using the same tricks against Hirata, deftly unraveling the shocking secret hidden in the cup. According to the secret contained in the luminous cup, Meng Fei and others discovered a treasure trove of national treasures at the Sun and Moon Clock Tower. With information from Ye Baichuan's treacherous students, Hirata quickly arrived. After a life-and-death battle, Meng Fei successfully thwarted Hirata's plundering ambitions and ultimately won Ye Wen's love.
