Virgil (Woody Allen) is a dim-witted child lacking sufficient IQ, but his upbringing in the slums has instilled a genetic predisposition for crime. It seems he was born to commit crimes, and Virgil has never considered any other path. After a failed armored car heist, Virgil ends up behind bars. Using an opportunity to become a drug trial subject, Virgil earns parole, but after his release, he remains unchanged, continuing his life of crime. A botched robbery introduces him to laundry worker Louise (Janet Margolin), and they fall in love at first sight.
