The story takes place in 1934 Texas, USA, where the notorious and ruthless bank robbers Bonnie and Clyde successfully escape from prison and resume their killing spree. Following the suggestion of Warden Lee (played by John Carroll Lynch), Governor Ma Ferguson (played by Kathy Bates) seeks out retired Texas Ranger Frank (played by Kevin Costner) and Manny (played by Woody Harrelson), entrusting them with the task of capturing the criminals. Frank and Manny have not seen each other for over a decade, and Frank is shocked to find that his once-enthusiastic partner has now fallen into poverty and alcoholism. Frank gradually dismisses the idea of collaborating with Manny; however, for Manny, this case is his last chance to escape from the mess that is his life.
