The series of events triggered by the "Hundred Tongues Incident" gradually calms down. As he uncovers the truth behind his wife's death, police inspector Naotake Kuraki (played by Hidetoshi Nishijima) from the Public Security Bureau's First Investigative Division loses his sense of direction and sinks into despair. Ryota Osugi (played by Yoshiyuki Kagawa), a police inspector in the First Investigative Division, sees through the darkness of the police world and turns into a private detective. Amidst the calm days, a terrifying incident suddenly erupts. The cold-blooded killer Gō Fudō (played by Tori Matsuzaka) leads his men to attack and blow up a high-rise building. Meanwhile, several masked individuals attempt to hijack a car from a certain country's embassy, but are thwarted by Kuraki, who happens to pass by. This serves as a catalyst for Kuraki to reunite with Osugi and star Miki (played by Yoko Maki), as the once-forgotten figure of Dharma reoccupies everyone's minds. Behind the deaths of his wife and daughter, there seems to be an unresolved secret, prompting Kuraki to venture overseas in search of the whereabouts of Dharma, who aims to seize control of all of Japan...
