A series of brutal murders occur on the streets of New York, with victims found in horrific conditions. All witnesses testify that the murderer is a man dressed in a police officer's uniform. As the number of victims continues to rise, the City Hall decides to conduct a thorough investigation and assigns the capable detective Frank (played by Tom Atkins) to the case.
