The leader of the Russian mob, Konstantin (played by Ron Perlman), has created a video game called "Game" that has taken the world by storm and further expanded his power. Feeling helpless against Konstantin, the Russian police turn to the international community for help, leading to the invitation of Lazare, who once participated in an international police conference, to Moscow. Along with Lazare, police academy student Connors, who almost couldn't graduate due to his fear of heights, and Lazare's regular team: Karlen, Tackleberry, Jones (played by Michael Winslow), and Captain Harris head to Moscow. However, as soon as they land, Lazare mistakenly gets into the wrong car and disappears into the vast crowd of Moscow, leaving the other international warriors to complete the mission on their own. Harris uses various surveillance equipment to gather information on Konstantin but ends up facing bad luck, while Connors finds himself deeply infatuated with a beautiful translator sent by the Russians. Meanwhile, Konstantin plans to incorporate a hacking program into the new version of the game for profit, and Karlen and Connors use their skills to get close to Konstantin and uncover his criminal evidence…
