Officer Chan Ka-Kui (Jackie Chan), trained in special police tactics, is dedicated to his work but often neglects his girlfriend (Maggie Cheung). During a crackdown operation, Chan captures the major drug lord Zhu Tao, but due to the sudden disappearance of the witness (Zhu's secretary) Selina (Brigitte Lin), he fails to bring Zhu to justice and is subsequently demoted. Filled with resentment, Zhu seeks revenge on Chan by luring him to a villa where Selina is imprisoned and sends his men to kill a police officer to frame Chan, forcing him to go on the run under a police wanted notice. Meanwhile, the luckily escaped Selina realizes Zhu's ruthless nature and, for self-preservation, risks infiltrating Zhu's office to steal evidence but is chased to a mall by his men. Chan arrives just in time to engage in a fierce battle with Zhu's subordinates.
