Eight bumbling officers from the Reno police department, led by Jim (played by Thomas Lennon), who loves wearing shorts and frequently requests transfers, head to Miami for a full police system conference. Hoping to enjoy the sun and beach, they arrive only to find they are completely overlooked by the organizers. The eight are forced to stay in a shabby motel, and to their shock, the 2000 officers at the venue fall victim to a terrorist attack, getting poisoned and leaving Miami Beach in a state without police. The acting mayor has no choice but to rely on the eight to maintain order in the area. The lazy and irresponsible group turns law enforcement into an absurd spectacle: they blow up whale carcasses, beg for mercy after being inexplicably questioned by a local drug lord, and one female officer drunkenly wakes up with a tattoo of a strange man's face on her chest. Unable to tolerate their incompetence any longer, the acting mayor expels them. Guilt-ridden, the Reno officers go to apologize, only to unexpectedly uncover a plot involving the acting mayor and the drug lord.
