After a heavy rain, in a peaceful city, strange creatures are sprouting from the water droplets on the plants... Elizabeth (played by Brooke Adams), who works for the health department, collects a small plant in the suburbs and explains to her husband Jeffrey that it is likely a newly discovered species. Meanwhile, Elizabeth's colleague Matthew (played by Donald Sutherland) is facing retaliation for his meticulous law enforcement. The next day, Elizabeth is surprised to find Jeffrey behaving abnormally and acting stiffly. She seeks Matthew's help, and they discover that more people are undergoing changes. Elizabeth even witnesses Jeffrey meeting with a group of strangers, and soon, several people die from physical mutations, sprouting white tendril-like substances all over their bodies, resembling plants. Matthew reports the local biological crisis to the government but receives a indifferent response. The alienation among the crowd is spreading, and Elizabeth and Matthew find themselves isolated yet still trying to save the city...
