In the near future, a financial crisis sweeps across the United States, unemployment and crime rates soar, and major cities erupt in protests and unrest. Lex Luthor, who has always opposed superheroes, transforms into a presidential candidate. He uses hardline measures to suppress the riots and promises voters a bright future, ultimately achieving his goal of becoming President of the United States. At the beginning of his term, Luthor consolidates national power, recruiting super warriors like Captain Atom, Black Lightning, Power Girl, and Samurai to his side, greatly amplifying his influence. Superman and Batman are concerned about Luthor's actions and refuse to cooperate with him. Meanwhile, an asteroid approaches Earth. Luthor claims he wants to collaborate to stop the asteroid and meets with Superman, but instead sends out a metallic robot to attack Superman. After a fierce battle, Superman narrowly escapes with Batman's help, while the metallic robot is killed by a mysterious figure, allowing Luthor to frame Superman.
