A mysterious murder of an American congressman has reignited interest in a cold case from over twenty years ago. The method of the killing closely resembles that of a long-missing Soviet assassin. Current CIA director Harlan Thom (Martin Sheen) reaches out to retired CIA agent Paul (Richard Gere) to persuade him to return to action. Not only that, but he also assigns a young agent specializing in the cold case, Ben Geary (Topher Grace), to work alongside Paul. However, the young FBI agent Ben gradually discovers that Paul is not as simple as he seems, and his hidden identity complicates the case even further. As the two unravel the investigation, the truth slowly comes to light. The true identity of the murderer surprises everyone and is completely unexpected.
