In the deep autumn of 1948, the Central Plains battlefield was shrouded in smoke. The People's Liberation Army's Central Plains Field Army successively captured towns such as Zhengzhou and Kaifeng. The East China Field Army annihilated the Nationalist troops led by Huang Baitao, prompting the Nationalist garrison in Xuzhou, led by Liu Zhi, to hurriedly adjust its deployment. In order to thwart Liu Zhi's strategic aims and strive for the local annihilation of Liu Zhi's group, the Central Military Commission urgently directed the Central Plains Field Army to occupy Suxian and cut off the Xuzhou-Bengbu line. In no time, Suxian, located between Xuzhou and Bengbu, became a crucial piece in the Huaihai Campaign. The Central Plains Field Army, having just concluded the battles for Zhengzhou and Kaifeng, was ordered to advance toward Xuzhou day and night. Liu Changyi, deputy commander of the Central Plains Field Army's 3rd Division, advanced his troops and encountered resistance from Nationalist tank units on the outskirts of Suxian, resulting in heavy casualties. Liu Changyi decisively withdrew from the battle and dispatched a reconnaissance company to ascertain the enemy's defenses, identifying that they belonged to the Nationalist garrison in Suxian, commanded by Zhang Jiwu of the 16th Traffic Division. Before the battle had even started, faced with the enemy's tank resistance, Liu Changyi decided to thoroughly understand Zhang Jiwu's city defense arrangements in Suxian to make comprehensive pre-battle preparations for the attack. Liu Changyi's idea to attack Suxian aligned perfectly with the strategic intentions of the military commission's leaders. Under the central military commission and Chairman Mao's urgent order to "act as soon as possible," Liu Changyi personally led a disguised team, not only fully uncovering Zhang Jiwu's city defense plans but also "stealing" a truckload of shells. While Zhang Jiwu was furious over the theft from the armory, Liu Changyi swiftly captured the Suxian train station. With the armory stolen and the train station fallen, Zhang Jiwu began to realize that Liu Changyi was not an ordinary opponent. Utilizing both real and false tactics, Zhang Jiwu reinforced the city's defenses and adjusted troop deployments in Suxian; Liu Changyi created a mix of true and false information to disrupt Zhang Jiwu's plans, gaining the psychological initiative before the siege began, causing Zhang Jiwu to focus on the east gate while neglecting the west gate, which forced him to frantically rush between the east and west gates of Suxian in response to Liu Changyi's maneuvers. The siege officially commenced, and the troops Liu Changyi had positioned for a feigned attack at the east gate quickly shifted to the west gate.
