During the Xuanhe period of the Northern Song Dynasty, the emperor was incompetent, and the people were struggling to survive amidst widespread grievances. The current Prime Minister Cai Jing seized the opportunity to present the "Northern Star Tribute" to the emperor and plundered the wealth of the people. Poor citizens who could not afford the exorbitant taxes were seized by officials, either paraded through the streets or imprisoned. The fisherman brothers Ruan Xiaoer, Ruan Xiaowu, and Ruan Xiaoqi, who lived by the Shijie Lake with their aged and infirm mother, led a modest life.
