In 1964, the current president of the Democratic Party, Masateru Terada (played by Akira Kume), defeated his biggest rival, Kazuaki Sakai (played by Takashi Kanda), and won reelection, with both sides investing nearly 4 billion yen in campaign funds. A few days after the election, Nisio, the secretary of Chief Cabinet Secretary Hoshino, who belongs to the Terada faction, met with businessman Sanki Ishihara (played by Shigeji Uno), known as the king of finance, and explicitly expressed the hope that Ishihara would help the Terada faction cover a debt of 200 million yen left over from the campaign. After Ishihara firmly refused, he asked the president of the Japanese political news agency, Furuaki (played by Etsushi Takahashi), to investigate the matter behind the scenes.
