In the late Qing Dynasty, the renowned coach Tong Tiezheng (played by Di Long) from Guangdong is invited by the local Sima of the Green Camp in Tieling, Guangxi, to become a coach in Phoenix Town. Phoenix Town is known for its nightlife, with brothels thriving in business, and most customers are local officials and wealthy individuals, along with a number of soldiers. Upon entering Phoenix Town with his son (played by Fan Shaohuang), Tong Tiezheng witnesses the local atmosphere and unexpectedly meets the most popular prostitute in town (played by Hu Huizhong), leading to mutual admiration between them. After officially taking over as the coach, Tong Tiezheng aims to rectify the undesirable behaviors in the military, with the first rule being to prohibit soldiers from leaving the military camp at night without permission. This order renders the soldiers unhappy and indirectly affects the flesh trade in Phoenix Town, making the brothel's mastermind—constable Jin Buhuan (played by Chen Huimin) consider him a thorn in the flesh.
