In the British seaside town of Brighton, two major gang organizations, the Kates and the Karinalis, are entrenched in a power struggle. One night, Kates is murdered on the street, and Pinkie (Sam Riley) witnesses the entire incident. Observing his boss like a father figure, Pinkie seeks revenge on one of the participants, Fred (Sean Harris). Although Fred dies, he leaves behind a heap of trouble, as he had previously avoided being followed by a waitress at a certain restaurant, Rose (Andrea Riseborough), and had taken a photo with her. To eliminate the evidence, Pinkie starts getting close to this innocent girl, while Rose gradually falls in love with the handsome and cold Pinkie. Meanwhile, Kates' death disrupts the balance of gang power in Brighton; Karinalis quickly expands, while internal power struggles begin within Kates' gang, leaving Pinkie deeply entangled... The film is adapted from Graham Greene's novel.
