Huang Fei is a special police officer in Shenzhen, known for his quick reflexes, decisiveness, and exceptional martial arts skills. After successfully completing a mission to apprehend a group of bank robbers, he takes on a new task to assist Hong Kong in training police officers. Huang Fei is excited to go to Hong Kong, where he can see his sister, whom he hasn't met for many years. The Hong Kong police department sends Officer Huo, who has trained in Scotland Yard, to co-host the police training program with Huang Fei. Upon arriving in Hong Kong, he meets his sister, who has become a police officer and has achieved some success. During the opening ceremony of the training program, with the director's consent, Huang Fei and Officer Huo engage in a martial arts contest. The intense competition results in a draw, and their outstanding martial arts performance earns them thunderous applause from all the trainees. Officer Huo's charm also captures his sister's heart. Soon, an international art exhibition will be held in Hong Kong, and the mainland is set to send a priceless Tang Dynasty painting, "Fairy Flying from Beyond," for display. Upon hearing this news, a local gang in Hong Kong meticulously plans to steal the famous painting. After two weeks of training, the trainees from the police program receive the security assignment for the exhibition, which serves as a test of their training. The gang sets an ambush and successfully steals the painting. Huang Fei leads the trainees to confront the robbers, sustaining serious injuries while protecting Officer Huo. Nevertheless, he pursues the robbers despite his wounds. With the cooperation of the mainland and Hong Kong police, the officers bravely fight against the gang. Huang Fei ultimately kills the gang leader who has fled to the mainland, retrieving the famous painting and delivering it safely to Hong Kong, leading to the successful opening of the international art exhibition.
