Joe Armstrong (Michael Dudikoff) and Jackson (Steve James) are members of the U.S. Special Forces. They are ordered to go to the U.S. Embassy in a Caribbean nation to investigate the mysterious disappearance of U.S. Marines. They discover that drug lord Gary Conway has kidnapped these soldiers and is forcing a scientist to transform and train them into assassins known as ninjas. Joe and Jackson must confront not only the drug lord but also the local corrupt regime.
