In the near future, drug abuse has spiraled out of control, with a highly addictive illegal drug called "D Substance" becoming widespread in the United States. The government has no choice but to deploy high-tech surveillance systems to combat the chaos. Undercover narcotics agent Fred (played by Keanu Reeves) adopts the alias Bob Arctor in an attempt to track down the source of the drugs, leading him to live with small-time dealer Donna Hawthorne (played by Winona Ryder), user Jim Barris (played by Robert Downey Jr.), Ernie Luckman (played by Woody Harrelson), and Charles Freck (played by Rory Cochrane). However, Fred himself becomes deeply addicted to "D Substance." As his addiction deepens, he begins to blur the lines between reality and illusion, losing his sanity while relentlessly pursuing the hiding place of a major drug lord, oblivious to the fact that he is being manipulated by unseen forces.
