Sullivan is a young director who rose to fame in Hollywood through comedy (played by Joel McCrea), but he is dissatisfied with the status quo and wants to make his next film a serious statement reflecting the struggles of the lower class. To experience this life, he dresses as a penniless bum and ventures into the streets, but no matter how he tries, he always ends up back in Hollywood. Later, he meets a failed actress (played by Veronica Lake) who gets a ride from him but is mistaken for a thief and sent to the police station. After being released, Sullivan follows the girl's advice and partners with her to roam the streets. This time, he truly becomes a vagrant, eating leftovers and sleeping in shelters. Eventually, when Sullivan feels he has experienced enough and wants to leave the shelter, he is knocked out by a greedy homeless man. A thief who is killed by a train is mistaken for Sullivan, and everyone thinks he is dead. Meanwhile, Sullivan wakes up with amnesia and, in a state of confusion, injures a worker, resulting in a six-year sentence in a labor camp. In prison, he comes to understand the importance of laughter, and when his memory returns, he gradually realizes that comedy can provide more for the poor. However, Sullivan faces a problem: he cannot convince anyone that he is Sullivan. How will he restore his identity?
