An historic prison is about to be decommissioned, and strong-willed officer Tom Steele (played by Steven Seagal) is tasked with managing the aftermath to ensure the safe transfer of the remaining inmates to a federal prison. To assist him, he calls upon his former military buddy Manning (played by Steve Austin). On the final day of the inmate transfer, everything unfolds in a tense atmosphere, with the already restless inmates becoming even more unruly. Tom has received intelligence suggesting that certain individuals are conspiring both inside and outside the prison to take action during the transfer. That night, individuals claiming to be from a government transport team infiltrate the prison, attempting to abduct two female inmates named Samantha (played by Steph Song) and Charlotte (played by Aliyah O'Brien).
