In the town of Malice, where storms are a constant presence, all newly born hunchbacked children are taken by mad scientists to be their assistants, and they are all named Igor. The scientists in the town take pride in inventing evil creations, and winning the "National Evil Science Expo" held every year is the ultimate dream for every scientist.
