On October 14, 1962, intelligence revealed through photographs taken by a U-2 reconnaissance plane flying over Cuba triggered an unprecedented crisis between the two superpowers of the time, the United States and the Soviet Union. American intelligence officials discovered in this set of intelligence materials that the Soviet Union was constructing bases in San Cristóbal, southwest of Havana, Cuba, less than 150 kilometers from Florida, deploying medium-range missiles and Il-28 heavy bombers capable of carrying nuclear weapons. These missiles were capable of destroying major cities across the United States and causing significant casualties. The entire nation fell into extreme panic, pushing the world to the brink of nuclear disaster. President John F. Kennedy (played by Bruce Greenwood) and his brother Robert Kennedy (played by Steven Culp) responded calmly to this looming nuclear war crisis. The film, through the eyes of White House senior special assistant Kenneth O'Donnell (played by Kevin Costner), recreates the harrowing thirteen days filled with crisis.
