Two years after exposing a colleague's corruption, Taipei police officer Huang Huotu (Tony Leung) is punished by his superiors and transferred to a less significant foreign affairs unit. His new colleagues, who have also suffered losses due to his actions, express their anger towards him. Meanwhile, his wife Qingfang (Ruth Liu), unable to withstand his prolonged absences, demands a divorce. Huang feels as though his world is slowly falling apart. Just then, a bizarre case involving three seemingly unrelated victims shocks Taiwanese society. Forensic expert (Yang Gui Mei) discovers that they all died from hallucinations caused by a mysterious black mold. Due to a lack of local expertise, the authorities call in investigative specialist Kevin Light (David Morse) from the U.S. to assist in the case, and Huang Huotu is reinstated. As a shocking truth is unveiled, a struggle over political and public interests unfolds between Huang, his case partner Li Fengbo (Dai Liren), and the entire police force.
